lang/ruby32-base: stop building YJIT_LIBS each time

Building static YJIT_LIBS ignore dependency intentionally.  It might be
reasonable for Ruby development but it looks like no need to build each time
when build Ruby language.  So try to stop it now.

This would improve the situation of pkg/59016.
