cross: add xtensa-esp-elf toolchain

This comes with multilib support and replaces the chip specific
esp32/esp32s2/esp32s3 toolchains via the -mdynconfig switch.

cross/*-binutils: allow unknown --enable-nls configure option

The top-level configure script does not know this option, but it calls
several sub-configures that all know it.
