rebar is a self-contained Erlang script, so it's easy to distribute or even
embed directly in a project. Where possible, rebar uses standard Erlang/OTP
conventions for project structures, thus minimizing the amount of build
configuration work. rebar also provides dependency management, enabling
application writers to easily re-use common libraries from a variety of
locations (git, hg, etc).

This version is specifically for erlang21, for packages that do not yet
support the newer versions that devel/rebar is built against.

archivers: Replace RMD160 checksums with BLAKE2s checksums

All checksums have been double-checked against existing RMD160 and
SHA512 hashes

rebar21: Import copy of rebar-2.6.4 for Erlang 21.

This is identical to devel/rebar but is specifically built against
lang/erlang21 for dependencies that are incompatible with OTP 23.
