Pillow is the "friendly" PIL fork.
The Python Imaging Library (PIL) adds image processing capabilities to your
Python environment. This library provides extensive file format support, an
efficient internal representation, and powerful image processing capabilities.

This package is Pillow 6, an old version. It is available because it
can be used with Python 2.7, and the package is only available for
2.7. See devel/py-Pillow for the currently-maintained version.

Explain that Pillow is the maintained version, for Python 3 only, and
that Pillow6 is an old version for use with Python 2.7, and that the
package is not available for Python 3.

Mass-change BUILD_DEPENDS to TOOL_DEPENDS outside mk/.

Almost all uses, if not all of them, are wrong, according to the
semantics of BUILD_DEPENDS (packages built for target available for
use _by_ tools at build-time) and TOOL_DEPEPNDS (packages built for
host available for use _as_ tools at build-time).

No change to BUILD_DEPENDS as used correctly inside buildlink3.
