The in progress ASDF Standard is v1.6.0

The stable ASDF Standard is v1.5.0

- Add new ``quantity-1.2.0`` schema to support ``datatype`` option.

- Add new ``ndarray-1.1.0`` schema to fix 345
- Remove ``unit-1.1.0`` erroneously added in 350
- Fix URI fragment format in metaschema references.

- Drop support for python 3.8
- Add ``float16`` to ``ndarray-1.1.0``
- Remove unneeded ``tag`` keyword from ``fits`` schema
- Move non-core tags to ``astronomy`` manifest

python/wheel.mk: simplify a lot, and switch to 'installer' for installation

This follows the recommended bootstrap method (flit_core, build, installer).

However, installer installs different files than pip, so update PLISTs
for all packages using wheel.mk and bump their PKGREVISIONs.
