aspell-languages: The non-ASCII PLISTs cause problems on way more
systems than just Linux/glibc, so just remove them.

(They are also problematic on Darwin and SunOS.)

Add a new meta package for aspell-languages, PR pkg/40572

The mr dictionary (Marathi) is commented out because it conflicts with the
one for hi (Hindi).
