ssh-ip-tunnel: remove

Upstream (who originally submitted the package in PR pkg/7031) does
no longer distribute the source code. These days SSH has built in
point-to-point ip tunneling capability via the Tunnel config option,
see ssh_config(5).

Add SHA512 digests for distfiles for security category

Problems found locating distfiles:
	Package f-prot-antivirus6-fs-bin: missing distfile fp-NetBSD.x86.32-fs-6.2.3.tar.gz

	Package libidea: missing distfile libidea-0.8.2b.tar.gz

	Package uvscan: missing distfile vlp4510e.tar.Z

Otherwise, existing SHA1 digests verified and found to be the same on
the machine holding the existing distfiles (morden).  All existing
SHA1 digests retained for now as an audit trail.

Explicitly add pax dependency in those Makefiles that use it (or have
patches to add it). Drop pax from the default USE_TOOLS list.
Make bsdtar the default for those places that wanted gtar to extract
long links etc, as bsdtar can be built of the tree.
