Make netatalk build again on NetBSD current:
check for getfsquota() in libquota. If it's there, use getfsquota() and
quota_check_limit() from libquota instead of local getnfsquota or direct
calls to quotactl().
Tested on NetBSD-current and NetBSD 5.1. OK agc@
