Update collectd to 5.4.0.

Refactor package so that
  - no-thrill plugins are built automatically;
  - OS-specific plugins are picked via PKG_OPTIONS;
  - plugins with dependencies are split into packages.

 I will attempt to make new pkgs for things requiring extra deps
