Drop use of RUBY_RDOC_REQD.  Since current all ruby*-base packages
contains rdoc version 4.1.0 or later, there is no reason to require
sepatate devel/ruby-rdoc pacakge.

So, RUBY_RDOC_REQD is already noop, no PKGREVISION bump.
