Include ../../mk/bsd.prefs.mk before setting NETSCAPE_PREFERRED_DEFAULT
and using NS_PREFERRED which can be defined in /etc/mk.conf.

This was broken in rev 1.16, when the include of ../navigator/Makefile.common
was removed, which included before mk/bsd.prefs.mk.
