Release 0.17.0

- Fix a spurious invalidation of `Memory.cache`'d functions called with
  `Parallel` under Jupyter or IPython.

- Bump vendored loky to 2.9.0 and cloudpickle to 1.6.0. In particular
  this fixes a problem to add compat for Python 3.9.
