Roll back DESTDIR changes:

The C News configure mechanism patches in the binaries install path,
and then uses it for runtime purposes, making CNEWSBIN unsuitable for
DESTDIR prefixing. Apart from the do-install target, the individual
Makefiles have to be adapted.
