textproc/migemo: overhaul the package

Make build propery this pacakge.

* Use older autoconf and automake in USE_TOOLS.
* Drop completely "-Ke" option of Ruby.
* Set Encoding.default_external to EUC-JP explictly.
* Specify script encoding with magic comment.
* Add comments in patch files.

Bump PKGREVISION.

Rename RUBY_VERSION_SUPPORTED into _RUBY_VERSIONS_ACCEPTED to follow the
naming scheme of the other multi-version packages. Add support for the
coorresponding RUBY_VERSIONS_INCOMPATIBLE list.
