* Use PHP_BASE_VERS in DEPENDS if required.
* Use REPLACE_PHP.

php-framadate: do not install .git files

Also, make sure composer has a HOME directory to work in.

TODO: this should not run composer at build time.  This downloads
files from the Internet - these should be downloaded before by the
pkgsrc framework instead.
