Import libtxc_dxtn-1.0.1 as wip/libtxc_dxtn.

Software library for S3 texture compression.

XXX The MESA libraries need to be able to find libtxc_dxtn.so
XXX in order for this to work. The INSTALL and DEINSTALL scripts
XXX handle this, but is this the correct solution?
