PyQwt is a set of Python bindings for the Qwt C++ class

Set the enviroment variables in CONFIGURE_ENV during the configure step.
Fixes QTDIR problem mentioned by Maktoto Fujiwara in the TODO.
Removed x11/qwt and x11/qt5-base dependencies.
Removed BROKEN.  
Added x11/py-qt4 dependecy and removed unneeded do-* targets.

this is packaged.
